Chinese Government Scholarship Program at
Northeast Electric Power University
For the 2025 Academic Year
I. Overview of the Scholarship
The "Silk Road" Chinese Government Scholarship Program is established to implement the relevant initiatives of the "Vision and Action for Jointly Building the Silk Road Economic Belt and the 21st Century Maritime Silk Road" and the "Action Plan for Promoting Education Cooperation under the Belt and Road Initiative". Its aim is to cultivate industry leaders and outstanding skilled talents for countries along the "Belt and Road" and participating in the initiative. Northeast Electric Power University is one of the designated institutions for enrolling students under this scholarship program.
II. Eligibility Criteria for Applicants
1. Applicants must be citizens of countries participating in the "Belt and Road" initiative, including Pakistan, Russia, Uzbekistan, Laos, Vietnam, Mongolia, Indonesia, Rwanda, Cameroon, Bangladesh, etc. (holding a valid foreign passport and not holding Chinese nationality simultaneously).
2. Applicants must be physically and mentally healthy, academically excellent, and abide by Chinese laws and regulations.
3. Applicants must not have received any other scholarships from Chinese governments at the same time.
4.The requirements for applicants’ degree and age are that applicants must:
- be a high school graduate and no more than 25 when applying for the undergraduate programs;
- be a bachelor’s degree holder and no more than 35 when applying for the master’s programs;
- be a master’s degree holder and no more than 40 when applying for the doctoral programs.
5. Language requirement: Applicants to the Chinese Teaching undergraduate program are only eligible to apply if their Chinese language proficiency is at least HSK3; applicants to postgraduate program are only eligible to apply if their Chinese language proficiency is at least HSK4.
6.Applicants should fulfill the admission requirements for both academic ability, language ability and other aspects required by the university.

V. Scholarship Contents
1. Tuition and on-campus accommodation fees are exempted.
2. Monthly living expenses are provided .
3. Comprehensive medical insurance for international students in China is provided.
VI. Application Materials
1. Application Form for Chinese Government Scholarship (in Chinese or English).
2. Copy of Passport Home Page. Applicant shall submit a clear scanned copy of his/her ordinary passport with validity later than the 31st March 2026. If the validity of the current passport does not meet the requirement, please renew the passport before submitting the application.
3. Diploma and certificate of highest education (notarized photocopy). Prospective diploma winners shall submit the certificate of expected graduation or student status issued by his/her university; Those who have graduated, must submit the official diploma, i.e., the original copy of graduation certificate and degree certificate written in Chinese or English. Diploma mentioned above in languages other than Chinese or English must be attached with notarization/legalization/Apostille accordingly.
4. Academic transcripts. Those who apply for undergraduate program, must submit the full transcript of high school; Those who apply for Master’s program, must submit full transcript of bachelor’s study; Those who apply for PhD’s program, must submit full transcript of bachelor’s and Master’s study. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English;
5. Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements. Applicants for other language-taught programs shall provide relevant language proficiency certificates according to the universities’ requirements, like IELTS or TOFEL report
6. A Study Plan or Research Proposal, written in Chinese or English, minimum of 200 words for undergraduates, 1000 words for postgraduates;
7. Recommendation letters. Applicants for postgraduate programs must submit two letters of recommendation written in Chinese or English from professors or associate professors;
8. Applicants under the age of 18 should submit the valid documents of their legal guardians in China;
9. Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English (the original copy should be kept by the applicant. The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months.
10. Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
11. Those who apply for undergraduate program, must submit birth certificate. Notarized translation is needed if the document is in foreign languages other than English or Chinese;Note: Materials uploaded through the system must be clear, authentic, and valid. Applicants are advised to use professional equipment to scan the relevant documents to be submitted. Applicants shall bear the consequences arising from unclear or unrecognizable materials.
VII. Application Process
1. Applicants should log in to the "Chinese Government Scholarship Information System for International Students in China" (http://www.campuschina.org/) to upload their application materials and submit their scholarship applications. The "Type of Study Program" should be Category B, and the "Acceptance Agency Code" should be 10188 (Northeast Electric Power University).
2. After successfully submitting the online application, please send the electronic version of the application materials to the contact email 20213074@neepu.edu.cn).
3. Our university will review the applicants based on the application materials submitted in the "Chinese Government Scholarship Information System for International Students in China", including written tests or interviews.
4. Application deadline: MAY 5, 2025.
VIII. Notes
1. Applicants should submit their applications directly to Northeast Electric Power University and should not submit their application materials through intermediary agencies. If found, their eligibility for the scholarship will be cancelled.
2. If necessary, we will contact the applicants through email (20213074@neepu.edu.cn) to request additional supporting materials and inform them of the admission results. Please ensure that you provide an accurate email address in the application form.
3. The final results of the admission will be notified through email by the end of July.
4. Scholarship recipients may not simultaneously receive funding from the Chinese Government Scholarship and scholarships established by other Chinese governments and institutions at all levels (excluding various one-time awards). If found, their eligibility for the Chinese Government Scholarship will be cancelled, and they must refund the scholarship funds already received. Intentional concealment of funding will result in disqualification from applying for the Chinese Government Scholarship for three years.
5. If the scholarship recipient fails to report to the university within the designated period, their scholarship eligibility will not be reserved. Without the consent of the university, they are not allowed to bring their families into the country.
6. Scholarship recipients must submit all application materials during registration. Applicants are responsible for the authenticity of the information and materials they submit. If any discrepancies are found, the university has the right to cancel their admission or, if already enrolled, revoke their student status.

Instructions for Chinese Government Scholarship Information System (CGSIS)
-For Applicants
Please carefully read the instructions before applying for the scholarship.
Step 1: Visit “CSC Study in China” website and click “Scholarship Application for Students” at http://www.campuschina.org
Register an account through [CREATE AN ACCOUNT] and log in with your account.
Step 2: Input Personal Details. Click “Edit Personal Details” and finish inputting personal details by filling in all the information, verifying and saving the information. After the completion of this section, return to the previous page by clicking “Finish” and start filling in your application information.
Step 3: Select the correct “Program Category”.
Please select Program Category “Type B”, click “New Application”, and start filling in the application information.
Step 4: Input the correct “Agency Number (10188)”. Your Agency Number is:
Program Category and Agency Number are directly matched, both are mandatory for online application.
After inputting the agency number, the matched agency name will automatically show on the page. As Program Category and Agency Number are directly matched, application processing authorities will not receive your online application if the program category or agency number is not correct.
Step 5: Input Application Information
Next, please move on to the section of “Language Proficiency and Study Plan” and upload “Supporting Documents” as requested, then click “Submit” to complete the application. Check each part of your application carefully before submission. Please make sure that all the information and uploaded documents are valid and accurate.
Each applicant can only submit one Type B application every academic year. Applicants should confirm one university as Type B application if their interested
universities are more than one. The submitted Type B application will be considered as the final selected university.
Step 6: Once submitted, amendments cannot be made on “Personal Details” and “Application Information”. Before the application is processed by the processing authorities, applicants can revoke the submitted application by clicking “Withdraw” and edit the application. After revoking the application, applicants must submit it again after re-editing, or the application will not be processed. Once the application is processed, the application cannot be revoked.
Step 7: Click “Print the Application Form” and download the form.
Step 8: Submit scholarship application under the requirements of the dispatching authorities (or application processing agency).
Scholarship-awarded universities shall not entrust any individual or intermediary agent to process Chinese Government Scholarship applications. All designated institutions shall inform applicants of accessing relevant information on the official website of the China Scholarship Council (http://www.campuschina.org/).

东北电力大学2025学年“丝绸之路”中国政府奖学金项目招生简章
一、奖学金简介
“丝绸之路”中国政府奖学金项目是为落实《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》有关倡议以及《推进共建“一带一路”教育行动》相关要求设立,旨在为“一带一路”沿线及共建国家培养行业领军人才和优秀技能人才。东北电力大学是“丝绸之路”中国政府奖学金项目招生院校。
二、申请人资格
1.申请人须是巴基斯坦、俄罗斯、乌兹别克斯坦、老挝、越南、蒙古国、印度尼西亚、卢旺达、喀麦隆、孟加拉等“一带一路”共建国家公民(持有效外国护照,且不能同时拥有中国国籍)。
2.身心健康,品学兼优,遵守中国法律法规。
3.未同时获得中国各级政府其他奖学金。
4.学历和年龄要求:
本科项目申请者,须具有高中毕业学历,学习成绩优秀,年龄不超过25岁;
硕士项目申请者,须具有学士学位或同等学历,学习成绩优秀,年龄不超过35周岁;
博士项目申请者,须具有硕士学位或同等学历,学习成绩优秀,年龄不超过40周岁。
5.语言要求:申请以汉语为授课语言的,攻读学士学位者中文水平应至少达到《汉语水平考试》三级(HSK3);攻读硕士、博士学位者中文水平应至少达到《汉语水平考试》四级(HSK4)。
6.申请人应当同时符合所申请院校在学术能力及其他相关方面的入学要求。

五、奖学金内容
申请人在华学习期间的学费,提供校内公寓住宿、生活费和综合医疗保险。
六、申请材料
1.《中国政府奖学金申请表》(中文或英文在线填写);
2.护照首页。申请人须提交有效期晚于2026年3月31日的本人普通护照的首页清晰扫描件,如现持有护照有效期不符合要求,请及时换发新护照再提交申请。
3.经过公证的最高学历证明。应届毕业生须提交本人就读学校出具的预计毕业证明或在学证明;毕业生请提供正式的学位证明文件,即毕业证书、学位证书,且须为中文或英文原件。学位证明文件原件非英文或者中文书写的,必须提供公证件。
4.学习成绩单。申请攻读学士学位者提供高中期间的完整成绩单;申请攻读硕士学位者须提供本科期间的完整成绩单;申请攻读博士学位者须提供本科及硕士期间的完整成绩单。成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。成绩单原件非英文或者中文书写的,须提供经公证的英文或者中文翻译件。
5.语言能力证明。申请以中文为专业教学语言的申请人须提供有效期内且与相应中文水平要求相符的 HSK 成绩报告。申请以外语为专业教学语言的申请人应根据学校要求提供相应的语言能力证明,如雅思或托福成绩单。
6.来华学习或研究计划。本科生不少于200字,研究生不少于1000字,用中文或英文书写;
7.推荐信两封。申请攻读硕士、博士学位者须提交两名教授或副教授的推荐信,用中文或英文书写;
8.年龄不满18周岁的申请人,须提交在华法定监护人的相关法律文件;
9.来华学习时间超过6个月的申请人,须提交《外国人体格检查表》复印件(原件自行保存,此表格由中国卫生检疫部门统一印制,须英文填写)。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效。检查结果有效期为6个月;
10.无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明,通常应为提交申请之日前6个月以内的证明文件。
11.申请攻读本科学位者须提交出生证明。原件非英文或者中文书写的,须提供经公证的翻译件。
注意:通过系统上传的材料须清晰、真实、有效。建议申请人使用专业设备扫描需提交的有关文件,因材料不清晰或无法识别造成的后果由申请人承担。
七、申请流程
1.申请人登录“ 中国政府奖学金来华留学管理信息系统 ” (http://www.campuschina.org/)上传申请材料,提交奖学金申请。“留学项目种类”为B类,“受理机构编号”为10188(东北电力大学)。
2. 网上申请成功后,请将电子版申请材料发送至联系人邮箱 (20213074@neepu.edu.cn)。
3.我校将根据“中国政府奖学金来华留学管理信息系统”中提交的申请材料对申请人进行审核,笔试或面试。
4.申请截止日期:2025年05月25日
八、注意事项
1.申请者应直接向东北电力大学提交申请,不得通过中介机构提交申请材料,一经发现,取消奖学金申请资格。
2.如有需要,我们将通过电子邮件(20213074@neepu.edu.cn)与申请人联络,补充相应支撑材料,告知录取结果,请务必在申请表中填写准确的邮箱地址。
3.录取的最终结果将会于7月底前通过邮箱告知本人。
4.奖学金获得者不得同时享受中国政府奖学金和其他中国各级政府和录取院校设立的奖学金(不含各类一次性奖励金)的资助,一经发现,其中国政府奖学金资格将予以取消,并须退还已领取的中国政府奖学金。对于刻意隐瞒资助情况的,除取消资格外,三年内不允许申请中国政府奖学金。
5.奖学金获得者如不能按录取期限来校报到,奖学金资格不予保留。未经学校同意,不得私自携带家属入境。
6.奖学金获得者在开学报到时需提交所有申请材料。申请者对个人填报信息、提交材料的真实性负责。如与事实不符,学校有权取消其录取资格,已入学者取消学籍。

中国政府奖学金来华留学管理信息系统操作流程
-适用于申请人
申请人开始奖学金申请前,请仔细阅读以下操作流程。
第 1 步:访问“留学中国”网站,点击“中国政府奖学金来华留学管理信息系统” 图标进入申请系统。“留学中国”网站链接: http://www.campuschina.org
点击【学生注册】按钮,注册账户。注册成功后,使用注册的账户登录系统。
第 2 步:录入申请人“个人资料”。点击【编辑个人资料】开始录入个人资料, 逐项完成个人资料的录入,并验证保存。完成个人资料录入后,点击【完成】返回上一界面,开始录入个人申请信息。申请人须在完成个人资料录入后,方可开始填写申请信息。
第 3 步:选择正确的“留学项目种类”。
请选择“B 类”留学项目种类,点击【新增申请】按钮,开始录入申请信息。
第 4 步:填写正确的 “受理机构编号(10188)”。
您的受理机构编号为:
“留学项目种类”和“受理机构编号”两者彼此关联,均为“中国政府奖学金来华留学管理信息系统”中的必填内容。
申请人填写后,系统会自动显示所填写的代码代表的受理部门的名称。留学项目种类和受理机构编号存在对应关系,如果填写错误,奖学金受理部门将无法收到在线申请信息。
第 5 步:填写“申请信息”。
完成上述操作后,录入“语言能力及学习计划”并上传“补充材料”,直至点击
【提交】完成申请。
提交申请前请仔细检查各项信息及补充材料,请确保信息及材料的正确性、真实性。
同一招生年度内,每位申请人仅限提交 1 份 B 类申请。B 类奖学金申请人如有多个意向院校,应自行确定一所作为奖学金申请院校,提交后的 B 类申请即视为申请人最终意向高校。
第 6 步:申请一经提交,申请人将无法修改“个人资料”及“申请信息”。申请被受理前,申请人可通过点击【撤销】撤回已提交申请,并进行修改。申请被撤回后,申请人须在编辑后再次提交,否则该申请将无法被受理。申请被受理后, 申请人将无法撤回该申请。
第 7 步:点击“打印申请”下载申请表。
第 8 步:按照受理机构要求提交奖学金申请。
奖学金院校不得委托任何个人或中介代为受理中国政府奖学金申请,请高校提醒申请人通过 国家 留学基金管 理委 员会官方网 站获 取有关信息,http://www.campuschina.org/

申请人须使用中文或英文完成全部申请信息的填写。
