2025 Chinese Government Scholarship (Type B) High-Level Postgraduate Program
(1) High-Level Postgraduate Program (Type B)
The program is designed to finance the study of talented international students in China that are directly selected and recommended by designated Chinese universities. An applicant shall file an application with Chinese universities undertaking this program.

(2) Academic duration and admission time:
1. The study duration is 2-3 years for master's students, and 4 years for doctoral students.

(4) Qualifications of applicants:
1. Non-Chinese citizens, in good health.
2. Education and age requirements:
1) Those who come to China to study for a master's degree must have a bachelor's degree, be under the age of 35, and pass HSK level 4;
2) Those who come to China to study for a doctoral degree must have a master's degree, be under 40 weeks of age, and have passed HSK level 4.
※ For the graduates to obtain their degrees in 2025, they should submit a pre-graduation certificate to guarantee that they have the competence to complete their study and acquire the degree by July of 2025.
(5) Scholarship content: Full scholarship.
Tuition fees, on-campus apartment accommodation, living expenses and comprehensive medical insurance are covered during the applicant’s study in China.
(6) Application Process

Application Documents:
1. Application Form for Chinese Government Scholarship (in Chinese or English);
2. Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before 2025/11/01), please apply for a new passport before submitting the application;
3. Notarized highest diploma. Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations;
4. Academic transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English;
5. Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements.
6. A study plan proposal. A study plan written in Chinese or English shall contain more than 1,000 characters or words; the proposal of a doctoral student shall be signed by the applicant’s Chinesesupervisor;
7. Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad;
8. Example of art. To apply for majors related to art or design, applicants could submit their own works through “Example of Art/Other Supporting Documents” in the system. Applicants could also provide such materials to the applied universities directly in other ways;
9. Applicants under the age of 18 should submit the valid documents of their legal guardians in China;
10. A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
11. Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
Reminder: Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
B) The applications that have passed the initial review will be transferred to the relevant schools/departments for further assessment. Those who have passed the further assessment will receive the pre-admission letter issued by Northeast Electric Power University (NEEPU) .
C) Before Mar. 10, 2025, those who have received NEEPU's pre-admission letter are required to register and apply on the CSC website (http://studyinchina.csc.edu.cn/. For Agency No., please fill in "10188"; for Program Type, please choose "B"). Before applying, please read Instructions for Chinese Government Scholarship(CGSIS)and Chinese Government Scholarship Application Materials carefully. In the process, you will need to upload NEEPU's pre-admission letter (an applicant for the doctoral programs also needs to upload his/her personal statement with the supervisor's signature on it). (If you have already submitted the application on the CSC website before obtaining the pre-admission letter, please withdraw the application first, upload the letter, and then submit the application again.)
D) Deadline for application: 2025/3/10
※ If one of the original documents is neither written in Chinese nor in English, please also submit a notarized Chinese or English translation.
※ The applicants are responsible for the accuracy and authenticity of the submitted information and documents. If any dishonesty or falsification was found, the application would be invalid.
※ The CSC will organize experts to evaluate your qualification again, mainly based on the documents you submit, before making the final admission decision. (In other words, not every student nominated by the university will be awarded the scholarship eventually.)
